"Regardless of who backs them, whether it is the USA or other countries, it doesn't matter to us", the foreign minister told reporters in Canada's Vancouver city, reports Turkey's state-run Anadolu Agency.
Qasemi urged all US forces to leave Syria immediately.
"The U.S. announcement of a new border force in Syria is an obvious interference in the internal affairs of this country", Qasemi was quoted as saying by state news agency IRNA.
Iran added its voice to criticism of a US plan to form a new border security force in Syria, saying Tuesday that it will cause more instability and "add flames" to the war-torn country.
The move has enraged Russia, Turkey, Iran, and the Syrian regime.

In recent days, Turkey said it would soon launch a new operation in Afrin and sent reinforcements to the border.
