The charges accuse Noor of third-degree murder for perpetrating an eminently unsafe act while showing a "depraved mind" without regard for human health.
Damond Ruszczyk, 40, died of a gunshot wound to the abdomen minutes after calling 911 to report a suspected sexual assault in an alleyway near her Minneapolis home.
A prosecutor says Noor acted recklessly. "However, justice demands accountability for those responsible for recklessly killing the fellow citizens they are sworn to protect", they said in the statement.
The penalty for third-degree murder is up to 25 years in prison and second-degree manslaughter carries a sentence of up to ten years.
Noor, who has been on paid administrative leave since the shooting, has not spoken publicly about the case.
Justine Ruszczyk Damond was fatally wounded in a police shooting in July 2017.

Noor then shot out the driver's side window of the squad auto and hit Damond, who had moved from Australia to the United States to marry her fiance, Freeman said.
"That justified his decision to use deadly force", Hennepin County prosecutor Mike Freeman said yesterday.

"Finally, when we realized that the evidence clearly confirmed to the statutory definitions of third-degree murder and second-degree manslaughter, then, and only then, did we charge officer Noor with these crimes". Officer Harrity told Noor to holster his gun and turn on his body camera.
Freeman also explained his use of a grand jury investigation after previously stating that he would no longer use them when deciding officer-involved shootings.
Freeman said Noor exercised his Fifth Amendment right not to incriminate himself, meaning Noor hasn't done any interviews or participated in the investigation thus far.

Shortly after they cleared the call, Harrity said he heard a thump against the back of the squad, heard a whisper, and caught a glimpse of Damond outside the window, standing too close for him to see her hands. On Tuesday, Harteau posted a statement on Twitter regarding the charges against Noor.
Both officers were wearing body cameras, but they were turned off, as were the headlights of their vehicle.
Mr Noor is due to face a court in Minneapolis on Wednesday.
