Police say they do not believe the homeowners placed the items like that before evacuating.
The dispute came as authorities on Sunday ordered evacuations around twin fires in Mendocino and Lake counties, including from the 4,700-resident town of Lakeport, a popular destination for bass anglers and boaters on the shores of Clear Lake, about 195 kilometres north of San Francisco.
The death toll from the fire climbed to five after the bodies of Melody Bledsoe, 70, and her great-grandchildren, James Robert, 5, and Emily Roberts, 4, were recovered from Bledsoe's home in Redding, relatives said.
The fire, in the Shasta County in northern California, has killed six people so far, including two children and their great-grandmother.
The fatalities included two firefighters and a woman and her two great-grandchildren.

Nearly 3,400 firefighters battling the Carr fire have begun to gain control of it, the California Department of Forestry and Fire Protection said.
"There has been a fourth victim identified as a result of the fire consuming a residence and a decedent located in that residence", Bosenko said.
But experts say this has been one of the worst starts to the fire season in 10 years - partly due to the 2012-2017 drought that killed off large amounts of vegetation. Bledsoe's home is one of more than 850 structures that have been destroyed.
More than 3,000 fire personnel are battling the blaze with more than 300 engines and 17 helicopters, Cal Fire reported, as tall smoke plumes turn the sky an eerie orange-brown hue.
"My babies are dead", Sherry Bledsoe said through tears after she and family members met Saturday with sheriff's deputies.
Meanwhile officials said a second firefighter died fighting a huge blaze to the south near Yosemite National Park.
Bledsoe said he received a phone call from his wife 15 minutes after he left saying he needed to get home because the fire was approaching. He said that crews with bulldozers were trying to set up more fire lines. As Washington Post meteorologist Angela Fritz wrote, several conditions - including a hotter-than-average summer with triple-digit temperatures and a very dry winter - are feeding the inferno.

Fire officials near Redding expanded their evacuation orders Sunday.
"We did everything right", Laura Rathe said.
One of those, the Cranston fire, prompted a rare closure of much of Yosemite National Park last week, while another forced mass evacuations from the mountain resort community of Idyllwild, east of Los Angeles.
The fire had burned through 150 square miles by late Sunday and was growing, but Cal Fire Incident Commander Brett Gouvea said it was not moving deeper into this town of 92,000.
"Everyone we come into contact [with] in those neighborhoods, if they don't have a legitimate reason to be there, if we don't arrest them for looting, they'll be arrested for something else", he said.
Jeremy Stoke, a fire inspector with the Redding Fire Department, died Thursday night, the Redding firefighters union said.
The fire grew slightly to 131 square miles (340 square kilometers) Saturday.
